When RL goes down, immediately 1 email,
wait for 10 minutes, & then the next email should go out.

This requirement can be effectively handled using Email Escalation Policy in BizTalk360.
With the Escalation Policy feature, you can configure the system to:
Send an immediate alert when a violation occurs (e.g., a Receive Location goes down).
If the issue is not resolved, follow-up alerts (reminders) can be triggered at defined time intervals — such as every 10 minutes — until the violation is acknowledged or resolved.
